At the Berkeley Institute for Data Science (BIDS), the University of California, Berkeley we are participating in the design and development of open-source technologies as part of the California Law Enforcement Accountability Network (CLEAN) initiative. This work will aid defense attorneys and journalists in making sense of police use-of-force and misconduct data. The technical lead will be expected to collaborate with other CLEAN stakeholders - spanning journalists, defenders, advocates, and data scientists. Since this position requires project management as well as engineering skills, an ideal candidate is well versed in both the technical and social aspects of open-source software development.
Leader and principal agent in the designing and architecting of a shared data network between partner organizations. Facilitates collaborative requirements management process among diverse and varied stakeholders. Develops data sharing strategies, schemata or data models. Identifies and evaluates technologies, system components, and products to satisfy product vision. Develops personas, user journeys, wireframes, and other UX/UI deliverables. Develops system requirements such as security, access controls, and accessibility in partnership with key stakeholders. Develops working prototypes of key functionality for stakeholder feedback and demonstration to project funders.
Leader in designing, developing, and maintaining tooling for extracting and processing unstructured data. Works with researchers to productionize their algorithms and specialized code used for data extraction, processing, and integration. Adopts software engineering best practices, including CI/CD, debugging, documentation, version control, and maintenance.
Understands and applies industry practices and community standards. May lead a team of software development professionals. Help construct the project plan and guide its agile execution. Sets the technical requirements for complex software specifications.

60% Applies advanced software concepts to plan, design, develop, modify, debug, deploy and evaluate highly complex database structure for functional areas. Develops and applies an in-depth understanding of scientific research requirements, community standards, and leading industry practices. Develops and coordinates project plans including project roadmaps and leads the development of a long-term, community-vetted plan for the CLEAN Initiative.
20% Performs or directs highly complex data modeling, performance and integration testing and builds interfaces. Performs sophisticated data and systems analysis to identify concerns with the ecosystem of tools as a whole, and works directly with the research and open source development community to address those. Initiates and oversees changes in development, maintenance, and documentation standards. Investigates and helps determine specifications for cross-project integration and data sharing.
20% Prepares and approves or obtains approval for system and programming documentation. Develops continuous integration and benchmarking systems used by the core projects. Directs performance and integration testing and builds relevant interfaces.
- Fully familiar and comfortable with git/GitHub, code review, testing, change control, and writing documentation.
- In-depth knowledge of the Python programming language
- Familiarity with front-end design, usability, and accessibility best practices.
- Familiarity with deploying web applications through Kubernetes or another cloud-first orchestration engine.
- Experience with databases such as PostgreSQL and applying data modeling best practices.
- Knowledge of open-source software development.
- Advanced skills associated with software specification, design, modification, collaborative agile implementation, and cloud deployment.
- Excellent project leadership and management skills.
- Demonstrated ability to understand functional needs and how systems can support those needs. Demonstrated ability to develop conversion and system implementation plans.
- Experience with the identification and use of open-source code libraries, communicating with their developers in online fora, and in turn making online contributions.
- Experience with planning for and performing deployment of a highly-available cloud application.
- Collaborative software repository skills, e.g. contributing to open-source projects via GitHub.
- Experience developing and executing complex test plans, including via continuous integration.
- Demonstrated effective communication and interpersonal skills. Demonstrated ability to communicate technical information to technical and non-technical personnel at various levels in the organization.
- Self-motivated and ability to work either independently or as part of a team. Able to learn effectively and meet deadlines.
- Demonstrated complex problem-solving skills.
- Bachelor's degree in related area and / or equivalent experience / training.
Salary & Benefits
The starting annual salary for this position is $100,000 to $130,000, commensurate with experience.
This is a one-year contract position. Contract positions may be extended based on operational demand. Contract positions are eligible to participate in the health and welfare programs offered by UC Berkeley. For information on the comprehensive benefits package offered by the University visit:
